Tracey K. Cooley, PhD, COO/Vice President, Operations. Dr. Cooley has over 25 years of experience working with youth in various leadership, management, and operational capacities.  She has served as Academic Manager, Director of Education & Training, and most recently as Center Director at Penobscot Job Corps Center, Bangor, Maine.  Prior to assuming the position of Center Director, she served as CSD’s Corporate Director for Career Technical Education for the Boston and Philadelphia Regions. Dr. Cooley also worked as a support contractor on Educational Technology for the National Office of Job Corps.  Dr. Cooley is currently serving her fourth, two-year appointment on Maine’s State Workforce Board (SWB) and serves as the Chair of the SWB Younger Workers’ Committee. She also serves on the Maine Apprenticeship Council. Dr. Cooley works at local levels with the Northeastern Workforce Development Board on behalf of both the Penobscot & Loring Centers. Under Dr. Cooley’s leadership, the Penobscot Center finished last year as the top ranked center in the Boston Region and #2 ranked in the nation. Tracey resides in Pittsfield, Maine along with her awesome husband, Kevin, kids, Grace & Alex, and their dog, Daisy.
